The Office of Executive Director provides agency-level leadership and strategic direction for the Harris County Public Health (HCPH).

Human Resources (HR) manages the life cycle of the employee experience at Harris County Public Health (HCPH). Responsibilities include, but are not limited to, recruitment, talent management, employee development, workplace safety, payroll, employee engagement, staff retention, and HR compliance.

The Office of Communications, Education, and Engagement (OCEE) educates, engages, and empowers Harris County residents by providing accurate, practical, relevant information for internal and external stakeholders to make well-informed health decisions.

The Office of Epidemiology, Surveillance, and Emerging Diseases (OESED) provides disease surveillance, data analysis and interpretation, education, and guidance for healthcare providers and community partners.

Financial Services manages Harris County Public Health’s (HCPH) financial management operations including the development of the annual budget of approximately $226 million, revenue cycle management, and auditing functions.

The Office of Planning and Innovation (OPI) provides strategic direction through data-driven planning of new programs, regular performance monitoring of existing programs, and coordination of agency-level initiatives.

The Office of Operations and Technology Services (OTS) coordinates operational services supporting Harris County Public Health (HCPH). Key functions include internal information technology (IT), systems support, logistics and inventory management.
