Ryan White Part A Program Description & Services

The Ryan White HIV/AIDS Program is a federal initiativeenacted in 1990 to provide primary medical care and essential support servicesto low-income individuals living with HIV who are uninsured or underinsured.These services include outpatient primary care, dental and vision care, medicalcase management, medication assistance, health insurance premium andcost-sharing assistance, home-delivered meals, substance use counseling,medical transportation, emergency financial assistance, outreach, temporary housingsupport, and medical nutrition therapy.

Since 1992, the Ryan White Grant Administration (RWGA) hasbeen responsible for administering and overseeing Ryan White Part A-fundedservices in the Houston Eligible Metropolitan Area (EMA). The EMA includesHarris, Fort Bend, Chambers, Liberty, Montgomery, and Waller counties. Overthis period, more than $400 million in Ryan White Part A funding has beenawarded to Federally Qualified Health Centers (FQHCs), nonprofit organizations,and local governmental agencies to deliver comprehensive HIV care and supportservices across the region.

In 2025, 14,867 people living with HIV received care andsupport through Ryan White Part A services. Notably, nearly half of allindividuals living with HIV in the Houston EMA accessed their annual HIV carethrough this program, underscoring its critical role in the region’s HIV carecontinuum.

Ending the HIV Epidemic Program Description & Services

In 2020, the Ryan White Grant Administration (RWGA) began administering a new federal initiative funded by the Health Resources and Services Administration’s HIV/AIDS Bureau (HRSA/HAB) known as Ending the HIV Epidemic (EHE). Through this program, RWGA awards funding annually to six area Federally Qualified Health Centers (FQHCs), nonprofit organizations, and local governmental agencies.

EHE-funded providers deliver rapid access to care for individuals newly diagnosed with HIV or those who have fallen out of care. Services include immediate linkage to a physician visit, a 30-day supply of HIV medications, medical case management, rental assistance, health insurance assistance, and transportation via rideshare services.

In 2025, a total of 3,003 people living with HIV in Harris County and the surrounding area received services supported through EHE funding, highlighting the program’s vital role in improving timely access to care and supporting re-engagement in the HIV care continuum.

General Information:

The "Blue Book Resource Guide" published by the Ryan White Planning Council provides information about HIV/AIDS services, programs, testing sites, service providers, eligibility requirements, Ryan White registration sites, and service specific resources. The Blue Book is available free of charge from the Ryan White Planning Council Office of Support or it may be downloaded from their website.
