Ryan White Part A Program Description & Services

The Ryan White HIV/AIDS Program is a federal initiative enacted in 1990 to provide primary medical care and social support services to low-income HIV-positive individuals who do not have health insurance or are underinsured. These services include outpatient, primary care, dental, vision care, case management, medication assistance, health insurance premium and cost-sharing assistance, home-delivered meals, substance abuse counseling, medical transportation, emergency financial assistance, outreach, temporary assisted living, and medical nutrition therapy. The Ryan White Grant Administration administers and oversees funding for Ryan White Part A-funded services.

Beginning in 1992, the Ryan White Grant Administration administers and oversees funding for Ryan White Part A-funded services. Since that time, over $400 million in Ryan White Part A funding has been awarded to area Federally Qualified Health Centers (FQHCs), nonprofit organizations, and local governmental agencies to provide services in the Houston Eligible Metropolitan Area, which includes Harris, Fort Bend, Chambers, Liberty, Montgomery, and Waller counties.

In 2025, over 15,000 people living with HIV received care and support through Ryan White Part A services, with more than half of all people living with HIV in the Houston EMA accessing their annual HIV care through this program.

Ending the HIV Epidemic Program Description & Services

In 2020, the Ryan White Grant Administration (RWGA) began administering a federal grant from the Health Resources and Services Administration’s HIV/AIDS Bureau (HRSA/HAB) known as Ending the HIV Epidemic (EHE). Through this program, RWGA awards funding annually to local Federally Qualified Health Centers (FQHCs), nonprofit organizations, and governmental agencies to help individuals who are newly diagnosed with HIV—or who have fallen out of care—quickly re-engage in treatment.

EHE-funded services provide immediate access to a medical provider, a 30-day supply of HIV medications, and non-medical case management to support linkage to care. In recent years, RWGA has expanded EHE services to include housing assistance and transportation to help reduce barriers to accessing HIV care. In 2025, 2,486 people living with HIV in Harris County and the surrounding area received EHE-funded services.

Ending the HIV Epidemic Program Description & Services

In 2020, the Ryan White Grant Administration began administering a new federal grant from HRSA/HAB entitled “Ending the HIV Epidemic,” or EHE. Ryan White Grant Administration awards EHE funds on an annual basis to six area FQHCs, non-profit organizations, and local government agencies to provide newly diagnosed individuals or those who have fallen out of care immediate access to a physician visit, a 30-day supply of medications, case management, housing assistance, and transportation services. In 2024, the Ryan White Grant Administration expanded its EHE portfolio to include mental health, psychiatry, health insurance assistance, and outreach services to eligible clients to remove any potential barriers that would inhibit a person’s ability to access HIV care. In 2024, 2,486 people living with HIV/AIDS in Harris County and the surrounding area received EHE-funded services.  

The mission of the Ryan White Grant Administration is to provide consumer-focused administrative services, programmatic assistance, and technical support for Ryan White Program Part A and EHE-funded health and social services with integrity, accountability, and fiscal responsibility.

General Information:

The "Blue Book Resource Guide" published by the Ryan White Planning Council provides information about HIV/AIDS services, programs, testing sites, service providers, eligibility requirements, Ryan White registration sites, and service specific resources. The Blue Book is available free of charge from the Ryan White Planning Council Office of Support or it may be downloaded from their website.
